Congestion tax is charged in Stockholm and Gothenburg. The purpose of the congestion tax is to improve accessibility and reduce environmental impact, but also to contribute to the financing of the infrastructure.
Congestion tax must be paid if you own a foreign-registered car that passes a toll station in Stockholm or Gothenburg. The owner of the car is the person who is registered as the owner in the foreign register or the holder if he is registered in the foreign register. The Swedish Transport Agency takes a decision to levy congestion tax the month after the passage has been registered. The Swedish Transport Agency's notification partner Epass24 sends a debit summary to you, and you pay your congestion tax to them.
If you have a vehicle registered in Sweden, there is more information about congestion tax on this link.
Please contact Epass24 for issues concerning payment or billing.
Here is information about times and amounts.
If you have received a decision on congestion tax or additional fee that you think is wrong, you may request that the Swedish Tax Agency reconsider the decision. Then your case will be reviewed and a new decision sent to you.
If you are not satisfied with the Swedish Tax Agency's reconsidered decision and you have some new evidence to prove your case, you may request a new reconsideration. If you do not wish to request reconsideration, you have the opportunity to appeal the Swedish Tax Agency's decision to the Administrative Court instead. Find information on how to appeal under the heading Appeals further down the page.

Congestion tax are levied by cameras automatically reading registration plates on vehicles. This is usually correct, but sometimes the cameras read incorrectly, for example due to dirt or snow on a registration plate. Contact us if you have received an incorrect decision on congestion tax. The congestion tax will be removed when it becomes clear that it is not your vehicle in the photo.
As a vehicle owner, you must pay congestion tax even when someone else has driven your vehicle through a pay station.
Yes, you can request reconsideration but there is no guarantee that the decision will change. This is because you are responsible for paying congestion tax even if you have not received a bill. If you have not received a bill, contact Epass24 to obtain the payment information you need.

If you have a Swedish parking permit for people with disabilities, you can apply for a vehicle exemption from congestion tax. A similar permit is also issued in the European Economic Area (EEA). The Swedish Tax Agency can exempt up to two cars from congestion tax if there are special reasons. One such reason is if the guardians of a child with a parking permit live in different places.
You can apply by filling a form:
If you do not use the form you can fill in the application for exemption from congestion tax for vehicles used with a parking permit for people with disabilities (SKV 5010) and send it to the Swedish Tax Agency, Congestion Tax, SE-871 87 Härnösand, Sweden.
Regardless of how you submit your application, you need to attach a copy of both sides of the parking permit. Also attach a copy of a decision confirming that you have a parking permit for people with disabilities.
The exemption applies as long as your parking permit is valid so when you get a new parking permit, you must reapply for exemption from congestion tax.
Contact us if you want your exemption to apply to your new vehicle. The exemption for your new vehicle is valid from the date your notice is received by the Swedish Tax Agency. If you would like the exemption to apply from a later date, for example when you are registered as the owner of a new vehicle, specify that date.
A parking permit alone does not automatically grant exemption from congestion charges. You must first apply for your exemption so you have to pay for the congestion tax that you incurred before the exemption began to apply.
Deferment means you have a little more time to pay your congestion tax or additional fee. Deferment is generally granted for 30 days. A deferral can be granted for a maximum of three months.
Yes, you can apply for a deferment, but there is no guarantee that you will receive it. This is because the Swedish Tax Agency only grants deferral in exceptional cases.
